do dofollow blog comments actually count as valuable backlinks? do google realising that people are spamming for the sake of a link?

Another way to increase do follow backlinks is by hosting multiple websites across multiple ip’s. This is called SEO Hosting

I think .EDU backlink is better than the blog backlink. However you should select to topic that correspond to your website too.
